Yoweri Museveni was sworn in as president in 1986. His party, the NRM (National Resistance Movement) had waged a gurilla war to replace Milton Obote's second government, from 1982 onwards. There were reforms such as the encouragement of inward investment, a government across ethic lines, an increase in the freedom of the press and the recognition of the old Ugandan kindoms. In 2004 his goverment held a referendum that brought about the return of of multi-party elections; it also made a constitutional amendment to end presidential term limits - allowing Museveni to seek a third term.
